"In 1990, a States News Service story reported that Robert Martens, an expert in international communism in our Embassy's political section, had passed lists of PKI cadre he had compiled to an Indonesia official and alleged that these lists had helped the Army to identify PKI cadre for elimination. In fact, these lists were made up entirely of names appearing in the press and were well known to the Army. Michael Wines of The New York Times concluded an investigative report on the story by quoting John Hughes, whom Wines contacted by phone in Maine. Said Hughes, 'I don't think the Army needed any help...there was an abundance of names and targets...Everyone knew who was a PKI cadre" (see The New York Times, July 12, 1990)."
